Judge orders Chicago to hire 111 black firefighters because they were "discriminated" against

What the judge does not seem to understand is that tests are supposed to discriminate. Their purpose is to separate the qualified from the unqualified. It is not white people's fault that blacks tend to be less qualified than other racial groups.
